Every August Bank Holiday weekend, two million people step onto a three-mile stretch of west London and turn the largest street festival in Europe into something briefly resembling its own country. Notting Hill Carnival is a Caribbean festival running at full volume through a residential postcode. Sound systems every forty metres. A J'ouvert paint party starting before most people are awake. A family Sunday that flips into a very different Monday night. It is not a venue. It is a neighbourhood running at full volume for forty-eight hours.
